Recent US-China agreement on post-2020 climate policy targets spurred an unusual wave of optimism during the Lima round of negotiations mediated by UNFCCC in December 2014. While 2 degree Centigrade stability target is still elusive due to the lack of deep GHG reduction commitments, Lima Declaration has clearly paved the way for a long term “broad but shallow” post-2020 treaty that will be likely signed in Paris round of UNFCCC negotiations in 2015. We’ll discuss and evaluate different design elements of the international climate policy architecture evolving for the Paris Treaty such as Reduced Emissions from Deforestation and Forest Degradation (REDD+), Clean Development Mechanism (CDM), Intended Nationally Determined Contributions (INDCs), Nationally Appropriate Mitigation Actions (NAMAs) and Mechanism for Loss and Damage.
