Dr. Joan K. Meyer is a Principal at Industrial Economics, Inc. with more than 20 years of experience in applied economics, financial economics, and litigation support. She has extensive experience in providing analytical support for environmental enforcement issues including the estimation of the economic benefit gained by entities from noncompliance with environmental regulations and the evaluation of financial issues attendant to enforcement actions such as ability to pay, piercing the corporate veil, successor liability, financial assurance, and valuation of supplemental environmental projects. She received her undergraduate degree in Agricultural and Resource Economics from the University of California, Berkeley and her masters and Ph.D. degrees in Environmental and Natural Resource Economics from Cornell
