Dr. David Shirk, IEDS board member, professor, and Director of the Trans-Border Institute at University of San Diego, has written a newly published report for the Council on Foreign Relations on the drug war in Mexico. Entitled, “The Drug War in Mexico: Confronting a Shared Threat”, the report analyzes the drug war in Mexico, explores Mexico’s capacities and limitations, assesses the prospects for U.S. support to strengthen critical state institutions, and offers recommendations for reducing the potential of state failure.
